Apparatus:
The boot is filled with water or other conducting media up to a distance (h) from the top of the upper.
The boot is immersed in water or other conducting media up to the same distance (h) from the top of the upper.
The high voltage source is connected to the metal beads inside the boot.The water in the tank around the boot is connected to the ground.

The water or other conducting media inside the footwear shall be connected to one terminal of the voltage source. The water or other conducting media outside the footwear shall be connected to one terminal of the voltage source
Testing voltage is applied during 1 to 3 minutes.
No flashover between electrodes is permitted during testing.
No breakdown shall ocure during testing.
